NAVFAC Mid-Atlantic Awards $128M Contract to Deliver Interim Modular Facility for NATO JFC Norfolk

From Naval Facilities Engineering Systems Command Mid-Atlantic Public Affairs

NORFOLK, VA – Naval Facilities Engineering Systems Command Mid-Atlantic (NAVFAC MIDLANT) awarded Environmental Chemical Corp., Burlingame, California, a $128,363,354 firm-fixed-price contract for construction services for NATO Joint Force Command Norfolk’s Facilities Phase II Interim Modular Facility onboard Naval Support Activity Hampton Roads in Norfolk.

Work will be performed on the installation and is scheduled to be completed by July 2028.

The maximum dollar value, including the base price and 13 options, is $174,443,268. Fiscal year (FY) 2026 NATO Security Investment Program funding in the amount of $128,363,354 will be obligated at the time of the award and will not expire at the end of the FY.

This contract was competitively procured via the SAM.gov website, with four offers received.
